The City of Athens, through its Energy Poverty Alleviation Office, is providing the first 100 energy-efficient (Class A) air conditioners free of charge to vulnerable households across the city. The initiative is implemented by Develop Athens and DAEM as part of the European ASCEND project.
The Mayor of Athens, Haris Doukas, stated: “Access to decent living conditions should never be a privilege. By providing the first 100 air conditioners, we are supporting fellow citizens affected by energy poverty, helping them reduce their energy costs, and strengthening the city’s resilience to the impacts of the climate crisis. Social policy and the green transition can and must go hand in hand.”
The President of Develop Athens, Vangelis Marinakis, said: “Our goal is to ensure that European funding translates into tangible benefits for citizens. This initiative combines social support with the energy upgrading of homes by deploying modern, energy-efficient solutions that improve people’s daily lives while enhancing Athens’ resilience.”
The initiative includes the free supply, delivery and installation of the air conditioning units by certified technicians. Where technically feasible, an electricity consumption meter will also be installed. The new Class A units offer significantly lower electricity consumption, helping households reduce their energy costs while providing efficient cooling in the summer and heating throughout the year.

Who can apply
Applications are open to individuals who are registered residents of the City of Athens, permanently reside within the municipality, and meet the social and financial eligibility criteria set out in the call.
Beneficiaries will be selected through a points-based evaluation system that takes into account household income, household composition, single-parent or large-family status, as well as additional social criteria, including the presence of elderly people or very young children in the household.
The initiative is implemented as part of the European ASCEND (Accelerating poSitive Clean ENergy Districts) project, coordinated by the City of Athens with the participation of DAEM S.A. The project supports the city’s policies to tackle energy poverty and advance a fair and inclusive energy transition.
