Supporting energy-vulnerable households in Athens under the “Windows of Change” Technical Assistance

Initiatives and actions to support energy-vulnerable households in Athens were discussed by representatives of the Energy Poverty Alleviation Office (EPAO) of the City of Athens and Develop Athens S.A. with representatives of the Municipality of Kastoria, the Kastoria Chamber of Commerce and Industry, and the Municipalities of Vari-Voula-Vouliagmeni, Marathon and Rafina-Pikermi, at a meeting held on 17 September at Serafio, as part of the “Windows of Change” Technical Assistance [22-EL-ATH-TA26].

The meeting was the first meeting of three of the five 2026 Technical Assistance projects in Greece under the Energy Poverty Advisory Hub (EPAH) and was organised by INZEB, in its capacity as technical advisor.

The “Windows of Change” Technical Assistance is an eight-month project (September 2026 – April 2027) focusing on the 4th, 5th and 7th Municipal Communities of Athens, which have been identified as areas of increased energy vulnerability. More specifically, it focuses on developing a functional cooperation model through Corporate Social Responsibility (CSR) actions, with the long-term goal of gradually supporting up to 208 energy-vulnerable households through the replacement of old window frames.

The project aims to establish the necessary conditions for the effective and sustainable implementation of the programme, through the development of a model for prioritising beneficiaries, an intervention, cooperation and financing system through CSR, a strategic approach to and support for the engagement of private-sector partners and businesses, as well as the long-term monitoring and improvement of the model.

The recent meeting focused on presenting the objectives of each Technical Assistance project and implementing the relevant work programme, with the aim of providing a better understanding of the individual stages of the tailored support to be provided to beneficiaries. The work and operation of the Energy Poverty Alleviation Office (EPAO) were also presented as a good practice, with a view to exchanging knowledge and experience on addressing energy poverty at the local level.

The “Windows of Change” Technical Assistance [22-EL-ATH-TA26] is implemented with Develop Athens S.A. as the beneficiary, the Energy Poverty Alleviation Office (EPAO) of the City of Athens as the operational partner, and INZEB as the Technical Expert.
